Horgan’s Quay Cost Rental Apartments in Cork to Open for Applications on October 27
The Horgan’s Quay development in Cork, Ireland will see the provision of 192 cost rental apartments with applications to access the properties opening on October 27, 2026. The scheme marks the first cost rental housing offering from the Land Development Agency (LDA).
Monthly rents for the one-bedroom apartments will start at €1,395 while those for the two-bedroom properties will cost €1,520 per month. The properties will cater to those unable to afford long-term private rentals in Cork but who are ineligible for other state housing supports.
Of the 192 apartments being released initially, 70 will be prioritised for people working within five kilometres of Horgan’s Quay. Applications will open at noon on October 27 through the LDA website.
Horgan’s Quay development includes 302 apartments
The wider project will deliver 302 apartments, comprising 108 one-bedroom and 194 two-bedroom units. It will also include a creche, shops, offices and the refurbishment of the historic Station Master’s House.
Construction of the residential and commercial block began in 2024. The LDA is working with HQ Developments Residential Company Ltd and Córas Iompair Éireann (CIÉ) to deliver the project. HQ Developments is a joint venture between Clarendon Properties and BAM Contractors.
Horgan’s Quay sits beside Kent railway station, along the River Lee. Patrick Street, MacCurtain Street and the city’s quays are all within walking distance.
The wider development also plans to include a hotel, restaurants, leisure facilities and public open spaces. Several historic buildings on the site are set to be restored for commercial use.
Cost rental homes aimed at middle-income households
Under Ireland’s cost rental model, rents are set at least 25% below market rates. The scheme offers a longer-term rental option for households that may find private rents difficult to manage but are not eligible for other state housing assistance.
The apartments are being delivered through the LDA’s Project Tosaigh Housebuilder Partnerships initiative. Through this programme, the agency works with private developers to purchase homes in advance and help bring housing projects forward in areas with strong demand.
Horgan’s Quay is part of the wider Cork Docklands regeneration project. The area is expected to accommodate around 22,500 residents once the broader development is complete, alongside new amenities, leisure facilities and office space.
The LDA is also preparing further housing developments in Cork. New homes are planned at Marina Depot, while work continues at its Anglesea Terrace and Wilton sites.
