Telok Blangah Redevelopment to Add 20,000 Homes and New Amenities in Singapore

Telok Blangah is set for a major residential transformation as Singapore continues to develop its southern waterfront. Plans include new public and private homes, more neighbourhood amenities and better transport connections. The changes form part of the wider Greater Southern Waterfront development.

Much of the planned growth will take place in Berlayar and Gillman Barracks. Together, the two areas could accommodate around 20,000 homes. The developments will take place in stages, with each site following its own timeline.

Berlayar to Bring More Housing Options

The former Keppel Club site at Berlayar is one of the main areas earmarked for housing. Covering 48 hectares, the site is planned to accommodate around 10,000 homes. Of these, approximately 7,000 are expected to be public housing flats, while the remaining 3,000 will be private homes.

Public housing projects are already moving forward. Berlayar Residences launched 880 flats in October 2025 under Singapore’s Prime classification. Another project, Berlayar Rise, followed in June 2026 with 1,976 flats.

Private housing is also part of the plans. Kingsford secured the Telok Blangah Road Government Land Sales site in November 2025. The site has the potential to accommodate around 745 homes. A separate site at Berlayar Drive could add another 415 homes.

Gillman Barracks to Combine Housing and Green Space

Gillman Barracks is also earmarked for residential development. The approximately 40-hectare site is expected to include both public and private homes.

The plans go beyond housing. New roads, pedestrian paths and cycling routes are proposed to improve movement around the neighbourhood. Around eight hectares of connected green space are also planned.

The redevelopment plans also include preserving the area’s heritage. A total of 25 existing buildings are expected to be retained. Some could be used for shops, restaurants and other amenities for the future community. Work on the redevelopment is expected to begin around 2030, although the final housing mix and construction timeline have yet to be confirmed.

Better Transport and Everyday Amenities

Transport links are another part of the wider changes. The Circle Line Stage 6 extension opened on 12 July 2026, adding Keppel, Cantonment and Prince Edward Road stations. The extension completes the Circle Line loop and improves rail access to Marina Bay.

Berlayar is also expected to have more everyday conveniences, including supermarkets, eateries, preschools and clinics. Planned walking and cycling routes should make it easier for residents to reach nearby MRT stations and local facilities.

At Telok Blangah Beacon, a new food centre and market is expected to be completed by 2027.

As these projects progress, Telok Blangah will gradually gain more homes and neighbourhood facilities. The pace of development will depend on individual project timelines, but the plans point to substantial changes for this part of Singapore.
