Eleven NSW housing projects have been declared State Significant Development, creating a potential pathway for more than 4,000 new homes across New South Wales.

The proposals were recommended by the Housing Delivery Authority (HDA). Ten projects are located in metropolitan Sydney, while one is in regional NSW. The proposed developments could also include affordable housing.

The declarations are an early step in the planning process, rather than confirmation that construction will begin. All 11 proposals must be lodged and approved before the potential housing supply can be realised.

NSW housing projects add to a pipeline of 158,000 homes

The latest declarations bring the total number of State Significant Development proposals handled through the HDA pathway to 509. Collectively, these projects have the potential to deliver more than 158,000 homes across the state, with proposals at different stages of planning and construction.

Of those projects, 26 have received approval, accounting for more than 4,722 homes. Construction has commenced at 11 sites.

Another 95 projects have had their State Significant Development applications lodged. These applications represent around 38,000 potential homes.

The statistics contribute in making a distinction in projects at different steps of process. Declaration allows the proposal to go through the process of planning relevantly, while approval is a separate landmark. Both the pipeline and the number of declared project cannot be assumed as completed housing.

Progress depends on planning and approvals

Not every proposal in the pipeline will necessarily reach construction. State Significant Development declarations have been revoked for 32 proposals so far. The reasons include applicants choosing not to proceed or failing to meet required timelines.

Recommendations made by the Housing Delivery Authority are published before the relevant State Significant Development declaration, as required under the Environmental Planning and Assessment Act 1979.

For the 11 newly declared projects, the next steps will determine whether the proposed homes move closer to delivery. Their combined potential exceeds 4,000 homes, but the final number will depend on the proposals being lodged and approved.

The announcement adds to the volume of housing being considered across metropolitan Sydney and regional NSW, while the wider pipeline provides a snapshot of projects moving through the state's planning system.
